I quoted “in practise” and “not excluding other possibilities” to show I qualified the statement to make clear that this is not the only situation in which it would apply. @StevePeers @cathalmalone @lillomontalto @Refugees @euronewsit @emmevilla If a person from State A is in State B, they cannot lodge an asylum claim in State C. This is the ‘requirement’ I’m talking about, being in the territory of the State to which you wish to apply for asylum.
