Good practices on asylum in the Americas. Prima facie determination of Venezuelan refugees - Brazil

In 2018, almost 62 thousand Venezuelans applied for asylum in Brazil. By the end of the year, there were 160,000 pending applications from various nationalities. The asylum procedure was overloaded. Therefore, it was urgent to adopt a more fair, simple, and efficient mechanism to ensure the protection of refugees. By mid-2019, the National Committee for Refugees (CONARE) determined that the situation in Venezuela falls under the regional refugee definition. By applying this approach, the organization achieved a more agile process, with presumption of eligibility and without the need for an interview. Resulting in the recognition of more than 46,000 people as refugees. The largest number of recognized Venezuelan refugees in Latin America. With the Prima Facie recognition, the CONARE offers a quicker decision, reduces pending cases resolution and ensures effective protection for Venezuelan refugees in Brazil.
