At the age of 9, Hali had never been to school when a UNHCR staff person met her and her mother in a refugee camp in Niger. Still, more than anything her mother, a Malian refugee, wanted her daughter to attend school, to have a chance to learn. Hali’s deaf so she needed to go to a special school.
