Today Afghanistan is going through a delicate transition. Almost 1 in 5 Afghans is a former refugee, and over 3/4 million people are internally displaced. At the height of the crisis there were more than 6 million Afghan refugees in the world. Since 2002 UNHCR has been conducting the largest ever voluntary repatriation programme - helping 5.8 million Afghan refugees to return home. However, insufficient rural development, a lack of infrastructure and a shortage of opportunities are forcing people to move to cities. Today, 2.5 million Afghans are still registered as refugees in Pakistan and Iran. After 35 years of displacement, Afghans remain the largest protracted refugee population in the world.
