    The story of Josef contains a great lesson in disaster preparedness: (Joseph) said: "For seven years shall ye diligently sow as is your wont: and the harvests that ye reap, ye shall leave them in the ear,- except a little, of which ye shall eat” 1

    والأهم في هذا الجزء من قصة سيدنا يوسف هو أن الحاكم والدولة بأكملها استمعت لرأي المتخصص وانتظروا سبع سنوات كاملة للتحقق من جدوى خطة الاستعداد. تجربة في الاستعداد للكوارث وإدارتها يجب تدريسها والتعلم منها. الوقاية خير من العلاج.

    درس عظيم في الاستعداد للكوارث: “قَالَ تَزْرَعُونَ سَبْعَ سِنِينَ دَأَبًا فَمَا حَصَدتُّمْ فَذَرُوهُ فِي سُنبُلِهِ إِلَّا قَلِيلًا مِّمَّا تَأْكُلُونَ، ثُمَّ يَأْتِي مِن بَعْدِ ذَٰلِكَ سَبْعٌ شِدَادٌ يَأْكُلْنَ مَا قَدَّمْتُمْ لَهُنَّ إِلَّا قَلِيلًا مِّمَّا تُحْصِنُونَ” يوسف

    In Islam Zakat is a ”right” for the poor in the wealth of the rich. Probably this is the first clear mention of the rights-based approach in history. “And those in whose wealth there is a fixed portion for him who begs and for him who is denied” 24–25 Al Maarij.

    Zakat as a socio-economic tool was tried and tested during the time of Omer Ibn Abdul Aziz when the state used the surplus funds to help young people get married because they couldn’t find enough poor people to consume the available Zakat money. Wow imagine!!

    Zakat is an effective social solidarity tool that can eliminate poverty if applied properly. “If you see a poor person in the Muslim World, you should look for the rich person has not paid his dues (Zakat)”. Sheikh Sharawi

    ولو اعتبرنا الزكاة تجربة اجتماعية اقتصادية فقد تم تطبيقها بنجاح في عهد عمر بن عبد العزيز حين لم يتبق فقراء يستحقون الزكاة فتم استخدام الفائض لمساعدة الشباب على الزواج. تخيل معي لو دفع كل أغنياء عصرنا ربع عشر مدخراتهم لمساعدة المحتاجين.
